As a professional finishing contractor we do both. We take extra time to prepare these surfaces by cleaning and sanding these surfaces before we paint.  This may require manual or mechanical sanding, and power washing on exterior surfaces.  We also use Sherwin-Williams premium paint to ensure use of the best possible paint available!
